Work pass renewal workflow for Singapore SMEs: expiry tracking, document chase and sign-off

A work pass renewal rarely fails because the rules are hard. It fails because the expiry date sits in one person's head or one old spreadsheet, the employee's passport turns out to have too little validity left, the manager is asked "renew or not?" a week before the deadline, and whoever files with MOM is rushing. MOM's pages are clear on the windows and the steps. The trouble is inside the company: who watches the dates, who collects what, who decides and who presses submit.

This guide covers that internal workflow for a Singapore SME with a handful to a few dozen foreign employees on Employment Passes (EP), S Passes or Work Permits for migrant workers. It starts with the manual version you can run this month on a register and a shared folder. The last main section shows how the same work runs as a compliance agent inside an HR ops system, with a person still signing off before anything reaches MOM.

The MOM rules below were checked against mom.gov.sg pages on 28 October 2026. Rules, salaries and fees change, so check the linked page on the day you renew. This is an operating guide, not legal advice.

What MOM sets for each pass: renewal windows, portals and fees

Each pass type has its own window, its own system and its own checks. A single "renew 60 days before expiry" reminder will be too early for some passes and too late for others, so the register needs the pass type on every row.

Employment Pass. MOM's Renew an Employment Pass page says you can apply up to 6 months before the pass expires and must apply before the expiry date. For EP (Sponsorship) holders the window opens 3 months before expiry and uses a separate renewal form. The employer or an appointed employment agent renews through the myMOM Portal, and MOM says it processes or gives an update within 10 business days (within 6 weeks for most EP Sponsorship cases). Issuing the renewed pass costs $225, plus $30 for each Multiple Journey Visa if one applies. The renewed pass can run up to 3 years.

The EP renewal is a fresh eligibility check. The candidate must earn at least the EP qualifying salary, keep working for the same employer in a managerial, executive or specialised job, and pass COMPASS for passes expiring from 1 September 2024, unless they earn a fixed monthly salary of at least $22,500. MOM also asks employers to update the company's turnover information for the past 3 years before submitting, and it states that renewals are not guaranteed.

S Pass. The Renew an S Pass page gives the same 6 month window and the same "before the expiry date" deadline. The pass holder must still meet the eligibility requirements, their passport must be valid for at least 7 months, and you must have enough S Pass quota for your sector. Renewal goes through EP eService, which MOM's S Pass pages place on the myMOM Portal, with an update within 10 business days. Issuing the pass costs $100. The renewed pass can run up to 3 years but only until 1 month before the passport expires.

Two S Pass items catch small firms out. MOM requires you to buy and keep medical insurance for each S Pass holder before you can issue or renew the pass, with coverage of at least $60,000 a year, and you cannot pass the cost to the worker. Workers who stay in dormitories that hold 7 or more workers, or who work in the construction, marine shipyard and process (CMP) sectors, also need the Primary Care Plan bought and declared in EP eService before renewal.

Work Permit for migrant workers. The Renew a Work Permit page uses a shorter window: renew online in WP Online 7 to 12 weeks before the permit expires, or an overstaying fine applies. Each renewal costs $35 and the outcome is immediate. Before you renew you need the passport particulars page, a new security bond for non-Malaysian workers (the bank or insurer must send MOM the details first), extended or new medical insurance, the renewal notice and application form printed from WP Online, and a full medical examination form if the notice asks for one. The worker's address and mobile number must be registered in the Online Foreign Workers Address Service at least an hour before you renew online.

A Work Permit is usually valid for 2 years. MOM shortens it if the passport has less than 2 years left, if the security bond is valid for less than 26 months, or if the sector's maximum employment period or a prior approval caps it. For the full 2 years the passport needs at least 25 months of validity, so passport and bond renewals belong at the front of the workflow.

What a late renewal costs. If you miss the EP or S Pass deadline, you must apply for a new pass. A renewed EP or S Pass starts when the current pass expires, so renewing early does not shorten it, and for EPs MOM says up to six months of remaining validity is added on. After approval, the EP in-principle approval (IPA) letter is valid for 3 months and the S Pass IPA for 60 days, and the pass must be issued before the IPA or the current pass expires. A late S Pass or Work Permit renewal can bring levy penalties or an overstaying fine, and levy stays payable throughout.

Salary thresholds are moving. MOM's EP eligibility and S Pass eligibility pages list higher qualifying salaries for renewals of passes expiring from 1 January 2028. For most sectors the EP minimum rises from $5,600 to $6,000 and the S Pass minimum from $3,300 to $3,600, and both climb with age. A pass renewed today for 2 or 3 years could meet that higher bar at its next renewal, which is worth a line in the manager's decision note.

The manual renewal workflow, step by step

Six steps cover it. Each has one owner, and in a small firm one person may hold two or three of them, which is fine once it is written down.

1. Keep one expiry register

One sheet, or one view in your HR system, with a row per pass holder: name, employee ID, pass type, pass number or FIN, pass expiry date, passport expiry date, security bond expiry for Work Permits, medical insurance end date, manager, renewal owner and status. The renewal owner is usually HR or the office manager. The register should also be readable by a named backup.

Feed it from two places. When a new foreign hire's pass is issued, the onboarding paperwork desk adds the row. When someone leaves, the row closes with the cancellation date. Passport and insurance dates matter as much as the pass expiry, because each can shorten or block the renewal.

2. Open the renewal case at a fixed lead time

Use lead times per pass type, counted back from the pass expiry:

  • EP and S Pass: open the case about 6 months out, when MOM's window opens. That leaves time for the passport, insurance and the manager's decision before you file.
  • EP (Sponsorship): open the case at 3 months, when that window opens.
  • Work Permit: open the case before the 12 week mark, so that documents are ready when the 7 to 12 week window opens.

Opening the case gives it an ID, a due date for filing (well before expiry) and a status. A monthly check on passports expiring soon helps too, since MOM notes that embassies set their own requirements for passport renewal.

3. Collect documents from the employee

Send the employee one request listing what you need and by when: the passport particulars page (and any amendment pages), a renewed passport if theirs is close to expiry, and for Work Permits the details for the medical exam and card delivery if the notice asks for them. Internally, finance or HR arranges the security bond and medical insurance, and checks the Primary Care Plan where it applies.

Keep everything in a restricted folder named by case ID, and log each item in the register as Requested, Received or Checked. Received means it arrived. Checked means someone opened it and confirmed it is the right document with enough validity, which is the status that counts.

4. Get the manager's renew or release decision

The manager decides whether the company wants to keep the person, and for how long. Send them a short note with the facts: pass type and expiry, salary against the current qualifying salary, whether the 2028 thresholds could affect the next renewal, for an S Pass whether quota is still available, and anything else HR knows about, such as a planned role or salary change. The manager answers Renew, Do not renew, or Renew with a change, and that answer is recorded with their name and date.

This is also where finance sees the cost of keeping the pass: the issuance fee, any levy, the insurance and the bond. If the role itself is changing shape, treat it the way the headcount requisition workflow treats a replacement and ask whether the seat should stay as it is.

5. Hand off to the filer, with a human sign-off on every submission

The filer is whoever logs in to the myMOM Portal, EP eService or WP Online for the company, or your appointed employment agent. They get a complete pack: the case ID, the manager's decision, the checked documents, the turnover information confirmation for EP and S Pass, and notes on insurance, bond and Primary Care Plan.

Before anything is submitted, a named person reviews the application against the pack and signs off. That person is usually the HR owner or a director, someone other than whoever drafted the entries when you have the staff for it. Nothing goes to MOM on an automatic trigger, a reminder or a manager's thumbs up in chat.

6. Close the loop after MOM decides

When the outcome arrives, log it. For an approved EP or S Pass, record the IPA date and its validity (3 months for EP, 60 days for S Pass) and set a task to get the pass issued before the IPA or the current pass runs out. Check the notification letter: the holder either keeps the existing card or gets a new one, in which case the old card is cut in half. Update the register with the new expiry date, which starts the next cycle. For a rejection, the case goes to the manager and director with MOM's reason, and a decision on appeal or release comes next.

When the answer is not to renew

A "do not renew" decision starts a different set of deadlines, and it needs its own owner. MOM's pages for cancelling an EP and cancelling an S Pass say the pass must be cancelled within 1 week after the last day of notice, and the request can go in up to 14 days early. Before cancelling, MOM expects the employer to give reasonable notice, seek tax clearance from IRAS at least 1 month before the last day of employment, settle outstanding employment matters including salary, and buy the return air ticket unless the pass holder agrees in writing to pay. A Work Permit must also be cancelled within 1 week after the last day of notice, and levy runs until the day before cancellation.

The IRAS step is the one most often missed, because it has to start a month before the last day. It should sit in the same case as the renewal decision, so that a "no" from the manager opens those tasks straight away.

Where renewals go wrong in small firms

The date lives in one inbox. The renewal reminder reaches one person, who may be on leave or may have left. The register should drive the work, with the owner and backup both able to see it.

The passport is the blocker. The pass is due, but the passport has less than 7 months left for an S Pass, or less than 25 months for a 2 year Work Permit. Watch passport expiry in the same register and raise it early.

The manager decides too late. A decision a week before expiry leaves no time for documents, insurance or a second look at eligibility. Ask for it as soon as the case opens and record who answered.

Insurance and bonds lapse quietly. S Pass medical insurance and Work Permit security bonds have their own end dates. A renewal cannot go through on a lapsed policy, and a short bond shortens the permit. Their end dates can sit in the same date watch you already use for contract renewal reminders.

Approval is treated as the finish line. The IPA has its own validity. If nobody gets the pass issued in time, MOM can impose an overstaying fine.

Nobody owns the "no". A non-renewal with no cancellation owner means a missed one week deadline and a late IRAS clearance.

Running renewals as a compliance agent inside an HR ops system

Once the manual workflow is written down, most of it is watching dates, chasing people and assembling a pack, which is work an AI agent can carry inside your HR ops system. In the way we design these builds, the agent runs the clock and the paperwork, and named people make every decision and every submission.

Expiry watch. The agent reads the register each day and opens a case when a pass reaches its lead time for its type. It also flags passports, insurance and bonds that would shorten or block the next renewal, and passes affected by the higher qualifying salaries from 2028. It is simple rule work, so it should be plain logic you can audit.

Document chase. The agent sends the employee the request for their documents in the channel they already use, follows up on a schedule, and files what comes back into the case folder. It can read a passport page and pre-fill the expiry date for a person to confirm, and it marks an item Checked only after that confirmation. When something is still missing close to the filing date, it escalates once to the HR owner.

Decision request. The agent prepares the manager's one-page note from the register and payroll data, sends it, and records the answer with a name and timestamp. It never answers for the manager. If the manager does not reply, the request goes to the HR owner.

Human sign-off before anything is submitted. The agent assembles the filing pack and a summary of what will be entered, then stops. A named person reviews and approves it, and only then does the filer submit in the myMOM Portal, EP eService or WP Online, or brief the employment agent. The approval, the reviewer's name and the submission date sit on the case. After MOM's outcome the agent logs it, tracks the IPA validity and issuance, and updates the register.

What the agent never does. It does not decide whether to renew, judge eligibility, change a salary, buy insurance, or submit anything to MOM on its own. Every one of those stays with a person.

This works best as one part of a wider HR ops system, alongside onboarding, offboarding and leave, so that the same employee record drives all of them and the agent's actions are logged in one place. Where we build it, we work as a partner to your HR team: we map how renewals run today, design the agent around your people and approval rules, run it alongside the manual process until HR trusts it, and stay on to maintain it when MOM changes a rule. Lynqra does not file with MOM on your behalf. Your own filer or appointed employment agent still does that.

Before anyone builds it, check a few things. Can the register be exported and read without the agent? Is every chase message, decision and approval logged with a name? Can the sign-off step be skipped by anyone? If the agent stops one day, does HR still know which cases are open?

Questions employers ask about work pass renewals

How early can we renew an Employment Pass or S Pass?

MOM allows renewal up to 6 months before the pass expires, and you must apply before the expiry date. For EP (Sponsorship) holders the window opens 3 months before expiry. A renewed pass starts when the current one ends, so applying early does not shorten it.

When should we renew a Work Permit?

MOM says to renew 7 to 12 weeks before the permit expires, in WP Online. Get the passport, security bond and medical insurance sorted before that window opens, because they can shorten the new permit or hold up the renewal.

What happens if we miss the renewal deadline?

For an EP or S Pass, MOM says you must apply for a new pass. For a late S Pass or Work Permit, levy stays payable and levy penalties or an overstaying fine may apply. If a Work Permit cannot be renewed on time, MOM lets you request an extension.

Can an AI agent submit the renewal to MOM for us?

In the way we build it, no. The agent tracks dates, chases documents, asks the manager for a decision and assembles the pack. A named person reviews and approves the application, and your filer or employment agent submits it.

Do we need an HR system to run this?

No. A register, a shared folder with restricted access and a named owner and backup will carry a small number of passes. An agent inside an HR ops system makes sense when you have enough passes, sites or entities that the dates and chasing take real time every week.
