Worked example (one hire, one Tuesday)

Hiring manager confirms Mei Lin accepted the ops coordinator offer — start next Monday — into `onboarding@`. Workflow creates Drive folder `2026-09-14_meilin_hirepack`, writes a tracker row, sends the checklist. Contract and handbook ack return; NRIC is blurry → Needs info / “unreadable ID.” Priya (named HR/ops) is on MC. Backup Wei opens the same Exception queue, same SLA, sends the fixed reason code. Clear NRIC lands Thursday; Wei taps Pack signed by 16:00 under written limit (routine missing-doc chase yes; foreign-hire / pass questions still need primary or director). Friday: payroll notified from Pack signed rows only; IT gets access from the same status — human handoffs, not a Telegram thumbs-up. Nobody auto-marked Day-One ready because three files existed. Nobody pasted NRIC into a public model.

That shape — trigger, extract, route, human gate, tracker — is what you buy as a service. If a vendor cannot walk your process in those five words, they are selling a stack.

Who signs the hire pack (and who does not)

Write the names before anyone mentions models or Zaps.

  • HR / ops owner (pack signer): opens Needs info / Exception / Pack in review, confirms the written “complete” list, taps Pack signed or return within SLA.
  • Hiring manager (optional): confirms start date / role amendments — not silent group consent.
  • Payroll owner: receives Pack signed handoff; does not invent completeness from a Telegram dump.
  • IT / facilities: receive Access requested from a signed pack — not from “hire pls” in scrollback.
  • New hire: submits docs; responds to Needs info — not the signer of their own pack.
  • Automation: labels, files, flags, pings, escalates, writes tracker rows. It does not sign the pack, push payroll, or advise on passes.

“HR team” is not a signer. A Telegram group is not a signer. Five people who “usually look” is how Day One arrives with an empty bank form.

Segregation matters: the person who chased docs should not also be the only person who marks Pack signed and uploads bank details to payroll with no log — especially on leave week.

Leave and backup (design requirement, not an FAQ)

When Priya is on MC or AL, the hire pack must not live in Priya’s Telegram. Same blanks as the leave-cover pillar:

  • Name the backup. One person for hire-pack exceptions and Pack signed (same human can cover a quiet expense gate in a tiny firm — write that down). Not “HR group.”
  • Name the SLA. Same business day for missing-doc chase when start is within five working days; next business morning for routine packs further out. “When they’re back” is how starters arrive without payroll fields.
  • Name where the queue lives. Company Sheet or shared mailbox — not the primary’s phone. Drive folder the backup can open without the primary’s laptop.
  • Name the escalation. Neither acts by SLA → ping director / hiring manager once → stop. Forever-nags train people to mute.
  • Name backup limits. Routine missing-doc chase and Pack signed for clean local hires yes; foreign-hire / work-pass questions, related-party hires, and “start tomorrow with empty bank” still need primary or director. Bank-detail changes into payroll still need out-of-band verification — same instinct as expense claims.

Test it: primary “offline” for a day; backup clears three hire-pack rows alone. If they WhatsApp the primary for the login or the “real” checklist, the design failed.

PDPA in plain English (NRIC, bank, personal hire docs)

Onboarding paperwork is personal data by design: NRIC / FIN / passport images, address, bank details, emergency contacts, sometimes next-of-kin fields, and signed contracts. Treat it more carefully than a supplier invoice PDF.

Plain rules that survive a real hire week:

  • Keep files in the company tenancy. Google Workspace / Microsoft 365 Drive or SharePoint — not a personal Drive, not a public ChatGPT history, not a Telegram export on a phone.
  • Collect only what the workflow needs. Payroll / CPF identifiers, bank, address, emergency contact, signed contract, handbook ack — not every personal story into a marketing list.
  • Limit who sees the queue. Named HR/ops owner, backup, payroll for Pack signed handoff — not a twelve-person chat forwarding every NRIC.
  • Log access lightly; retain with a reason. Who opened Exception / Pack in review is enough for most SMEs. Keep packs for employment practice; do not park every blurry ID in a personal folder forever.
  • Vendors and processors. If a tool reads ID or bank forms, know where files go, whether they train a public model, and whether you can delete them. A shrug means do not paste live hire docs there.

Sheets, Gmail/Drive, and Telegram vs dumping a new HRIS

  • You can name primary and backup today.

Consider a dedicated HRIS when a consult shows Sheets cannot carry it — high-volume multi-outlet hiring, auditors needing a productised trail, or payroll APIs your Sheet cannot feed safely. Prefer a queue that feeds payroll and Workspace you already trust.

Partner vs vendor dump. A partner maps your live offer → docs → Day-One path, builds the smallest true runbook, trains owners, and stays reachable on new exceptions. A vendor dump sells seats and leaves Telegram as the hire-pack desk. If the first meeting is a platform tour and process is “phase two,” you are buying a dump.

Same discipline as invoice and expense claims when you want one leave-cover design across hire packs and claims.

Steal-this-build DIY (stops before judgement)

Same shape in Zapier, Make, or n8n. Gmail + Sheets + Drive + Telegram (or Slack) is enough to start. These builds sort, file, ping, and escalate. They do not auto-sign a hire pack. They do not push bank details to payroll. They do not paste NRIC into ChatGPT to “decide” completeness. They do not give employment-pass advice.

Do not build DIY ID-OCR here. Your form or Sheet already knows what the hire typed. Flag missing attachments. Leave capture and pass advice for scoped human work.

Build 1. Onboarding intake labels (Gmail filters, S$0)

What it does: Hire-pack mail lands in `onboard-new`, `onboard-needs-info`, `onboard-pack-signed`.

What it does not do: Mark the pack complete. Create payroll records.

Time: 20 minutes. Gmail (Outlook: same three folders via Rules).

What it does: Every live hire has a row. Owner/backup get a ping near SLA. Status visible without scrolling Telegram.

What it does not do: Tap Pack signed. Push payroll. Auto-complete because start date is tomorrow.

Do not mark `Pack signed` or `Day-One ready` because time passed.

Where it breaks: free-text Status (“chasing”). Lock the list.

Build 4. Backup escalate once (then stop)

What it does: If Owner misses SLA, ping Backup once; optional Director/hiring-manager ping once; then silence.

What it does not do: Auto-sign the pack. Auto-notify payroll. Invent work-pass guidance.

Zap shape: Delay Until SLADue + 4 business hours (or next 09:00 SGT) → fresh Status still waiting → Telegram Backup once → optional one Director ping → stop.

Where it breaks: hourly nag loops. People mute the bot.

Where these four stop

They change a shared inbox and a Sheet. They do not replace judgement.

Stop and talk to a firm when the next sentence is: decide if an NRIC is “valid enough,” auto-mark Pack signed, push bank details to payroll, issue employment-pass advice, or invent rules for a new foreign-hire exception. That is the service. The sorter and the ping are not.

Failure modes worth designing against

Speed is not the same as control. Onboarding that only notifies can accelerate a bad Pack signed on the wrong day.

Silent auto-complete. “If three docs arrived and no reply in 48 hours, treat as complete” turns missing bank details into a first-pay failure. Escalation pings a backup. It does not invent completeness.

Group chat as hire pack. Five people saw the NRIC. Nobody owned the row. A thumbs-up is not Pack signed. Audit answer must be a name and timestamp in the tracker — not “it was in the ops group.”

No backup. Primary on MC, queue in their phone, SLA “when they’re back.” That is hope — and Day One still arrives.

PDPA-in-Telegram. Forwarding NRIC and bank screenshots into a twelve-person group widens access without a reason. File in company Drive; ping a named owner with a link.

Auto-push to payroll / access. Pack signed is assist. Bank records and Workspace users stay human handoffs for year one until the template is boringly reliable.

Policy-in-someone’s-head. Write the “complete” checklist beside the tracker. Automation flags; a named human — including backup — still taps Pack signed.

The ChatGPT hobby. Pasting live NRIC, bank forms, or contracts into a public model is not a strategy. It dies on leave — and data may already have left the tenancy.

Scope creep. This chapter is paperwork after offer. Screening stays upstream. Pass advice stays with a named human — not a Zap.

Consult → build → train (lightly)

You do not need a 40-slide methodology. You need three honest phases.

Consult. Map one live offer → docs → Pack signed → payroll / Day-One handoff. Count volume, exceptions, who signs, leave cover, where NRIC/bank sit. Baseline “offer accepted → Pack signed” and “Pack signed → payroll notified.” Leave with a yes/no and a scoped runbook.

Build. One workflow in tools you already use. Parallel-run beside Telegram. Retries and an intake-fail alert are part of the build. Pack signed stays behind a named tap; payroll and access stay explicit handoffs.

Train. Owners and backups explain every exception without the builder on the call. Smoke-test: primary offline; backup clears three hire-pack rows alone. Expand only after this chain is trusted — expense claims, invoice, or leave cover as the overlay. Screening stays on existing resume / candidate pages if that queue is separate.
