The named PM who must price the variation, attach the scope delta, and sign the change order is on MC. By Thursday the extra work is already half done, hours are landing on the job Sheet, and finance is about to fold those lines into the client billable pack because "the client asked." Cash and trust move on a chat habit. The signed VO still does not exist.

That is the project variation / change-order approval problem for a Singapore SME. Not a missing PSA "auto-VO" feature. Not a twin of capex / purchase requisition approval (internal spend gate before quotes). Not a twin of quote-to-PO approval (supplier buy path). Not a twin of the subcon / project billing handoff chapter either (downstream billable pack to client invoice). A lived queue - scope change logged, priced VO drafted, named human approves, signed VO feeds the billable pack - that stalls or misfires the week one signer is away, and that still lives in chat.

Search "variation order workflow Singapore SME" or "project change order approval automation" and you will mostly get global construction contract primers, PSA change-order screens, or thin local posts that jump to a tool list and a funding footnote. Useful as a sketch. Thin as an operating manual for an agency, construction / fit-out, M&E, IT services, or professional-services firm that already lives in Gmail, Drive, Sheets, Telegram, and a ledger - with one named PM still holding "what the client actually agreed to change" this cycle.

For an SME operator, VO / change-order approval automation is simpler to name:

Automation files the scope-change pack, extracts price and schedule fields, flags missing client confirmation / over-authority / duplicate VO, and chases incomplete rows. A named PM or ops owner still signs the VO (or taps HOLD VO). Finance does not invent scope. Nobody auto-approves a VO because a Sheet said "under threshold," a Telegram said "client ok," or hours already started. Nobody silent-pushes an unapproved VO into the client billable pack.

Anything that marks VO Approved because three thumbs-up landed in a group, starts site work because "ASAP," or folds unpriced extra hours into the client INV because the job Sheet grew, is not a productivity win. It is a control failure with a notification sound - credit note, margin leak, or scope fight already queued.

Three purchases get confused under the same phrase:

  • Software - PSA change-order module, contract admin SaaS, Power Automate template. Fine when VO types, authority bands, and rate cards are already written.
  • A service - maps *your* scope change to priced VO to named approve to feed billable pack path in tools you already use, trains PM and finance, stays reachable on leave week.
  • A chat habit - client WhatsApp to "start already" to hours on Sheet to finance bills from the tallest column. Dies on MC week - extra work done, no signed VO, billable pack polluted.

Buy software if the process is clean. Leave it with a careful human if volume is tiny. Hire a service when the same fields wait every cycle, the work spans chat + Sheet + ledger, and a wrong (or missing) VO moves client cash or eats margin.

Not capex / PR twin - once. Capex / PR approval is the *internal* gate before you chase supplier quotes for asset spend. Open it when the stall is "need 3 laptops / fit-out, who signs the PR." This chapter is *client-facing scope change* on a live job: who prices and signs the VO before extra work becomes billable. Link PR if your firm also buys materials for the variation. Do not rebuild APPROVE PR here.

Not quote-to-PO twin - once. Quote-to-PO approval is the supplier buy path after a PR (or equivalent) is allowed. Open it when supplier PDFs wait for a named release. This chapter does not raise POs. If the variation needs a supplier buy, finish SIGNED VO (authority to change client scope / price), then use quote-to-PO for the buy. Two gates. Two chapters.

Not subcon billing twin - once. The subcon / project billing handoff is the *downstream* billable pack to client invoice desk (post 87). Open it when hours or milestones are ready to pack and the fight is "what is client-billable this cycle." This chapter sits *upstream of that pack* for scope changes: without a signed VO, extra scope should not enter the billable pack as if it were base contract. Link into 87. Why Singapore SME variation context matters (without a news roundup)

You do not automate VO approval because a press release landed. You automate because "client asked" lives in WhatsApp, leave gaps turn a verbal yes into site work, and the person who "just knows" whether the extra cabinetry was priced is the same person who goes on MC - while hours and materials already move.

Scope change is a queue that touches margin and client trust. A variation that sits until month-end with no named SIGNED VO is either free work (you ate it) or a surprise line on the client INV (they push back). Hours that started because Telegram said "ok" are how billable packs inherit fiction. One loop - scope logged, priced, named approve, then (and only then) feed billable pack - most SMEs notice only when INV already left or the site is half done.

Mixed contract shapes, light. Many SG SMEs run lump sum with VO clauses, T&M with rate cards, or hybrid milestone packs. You need a job / WBS ID, a written price basis (rate card, schedule of rates, or quoted lump), a named VO signer, and a hard rule that unapproved scope does not enter the client billable pack. Sheets + Xero / QuickBooks is enough for most 10-80 person firms - not a PSA migration sold as readiness.

WhatsApp and Telegram are the real VO desk. "Can we add... ASAP" with a photo, no owner, no SLA, and no backup who can open HOLD VO is how unpaid extras and angry invoices are born - worse when the PM is offline and the site still cuts Friday.

Leave is not a rare exception. In a 15-40 person firm, PM and ops on AL the same week is normal. If "what counts as a VO" lives in their heads, you have people, not a process. Leave cover overlays the VO-signer gate - link it; do not re-teach here.

Labour and AI adoption (named surveys only). SBF 2024: manpower 66% (n=519). MOM AI (30 Apr 2026; 2,560 firms): 71.5% yet to adopt; 3.8% integrate AI into core processes. IMDA 2025: SME AI 14.5% (from 4.2%). One trusted VO desk beats a change-order module sold as readiness.

The named project variation / change-order approval runbook

Print this. Write real names in the blanks. No owner on a step means you do not have a process yet.

Trigger

  • Scope change ready for a VO: client email / WhatsApp / site instruction / drawing revision that changes quantity, finish, sequence, or inclusion on a live job - into one intake (form, `vo@...`, or channel that writes one VOID).
  • Also: PM returns for missing price basis; finance flags "hours on job with no VO"; ops flags duplicate VO or work started without SIGNED VO.
  • Rule: one intake path. "Sometimes WhatsApp photo, sometimes personal chat, sometimes finance invents a VO from the hours tab" births ghost scope and polluted billable packs.

Extract

  • Fields: client, job / WBS / milestone ID, VOID, scope delta (what changes), price basis (rate card / quoted lump / provisional), amount (ex GST), schedule impact, client confirmation link, exception tier, related drawing / instruction link.
  • File to company Drive/SharePoint: `YYYY-MM-DD_client_job_VOID`.
  • Flag: missing job ID, no price basis, no client confirmation when policy requires it, amount over signer authority, duplicate VOID / same scope, work-started-before-approve, hours already on job Sheet with no VO link.
  • Do not DIY "AI prices the variation from a blurry photo" or invent GST. Flag; a named human judges price and SIGNED VO.

Route

  • Clean VO drafts (price basis present, within authority band, client confirmation attached when required, no duplicate) to named PM / ops queue with one-line summary + file link.
  • Exceptions to reason codes: MISSING_PRICE, NO_CLIENT_CONFIRM, OVER_AUTHORITY, DUPLICATE_VO, WORK_STARTED, NEEDS_INFO, HOLD_VO.
  • Missing info to fixed reason code back to site lead / estimator - not "pls redo."
  • Hard exceptions: related-party / owner-directed freebies billed as VO, first VO on a new rate card, negative VO / credit that writes down revenue above threshold.

Human gate

  • Named PM or ops owner signs VO (or HOLD VO / reject / return). The Zap does not. A Telegram "client ok" is not SIGNED VO.
  • Clean VOs still need that tap for year one - write what "approved variation" means beside the Sheet (priced scope delta + named yes; chat thumbs-up is not signed).
  • Finance does not invent scope. Finance may chase "hours without VO" and may refuse to pack unapproved extras into the billable pack. Finance does not author the VO from the hours column.
  • Feed billable pack only after SIGNED VO - handoff into the subcon / project billing desk. Automation may label BillableCandidate and chase. It does not silent-push unapproved VO lines into the client invoice pack, and it does not auto-approve VO because a threshold cell said "ok."

Tracker

  • Sheet, mailbox labels, or review screen the backup can open without the primary's phone.
  • Columns: VOID, Client, JobID, ScopeDelta, PriceBasis, AmountExGST, Owner, Backup, SLADue, Exception, FileLink, ClientConfirm?, SignedVO?, FedToBillPack?, Notes.
  • Statuses: Scope logged / Needs info / Priced / Exception / HOLD VO / Signed VO / Fed to bill pack / On hold / Rejected / Duplicate / Withdrawn (named sign only).

Worked example (one job, one Wednesday)

Job `ACME-04` gets a client WhatsApp: add Level 3 cabinetry, same finish. Workflow opens VO-17, extracts provisional amount from the schedule of rates, flags NO_CLIENT_CONFIRM (photo only, no written accept of price). Status to HOLD VO. PM Priya is on MC. Backup Wei opens the same queue - not Priya's personal Telegram - same SLA before site cut Friday. Wei returns NEEDS_INFO; client emails "price ok" with the VO PDF attached. Wei signs VO under written backup limits (routine schedule-of-rates yes; new rate card / negative VO / related-party still need primary or director). Only then does VO-17 become eligible to feed the billable pack. Hours for the extra cabinetry still need timesheet / OT approval on the changed scope - link those desks; do not collapse them into one mute chat. Nobody treated "ASAP" as SIGNED VO. Nobody auto-approved because AmountExGST looked "small." Nobody silent-pushed VO-17 into the client invoice pack while status was HOLD VO.

That shape - trigger, extract, route, human gate, tracker - is what you buy as a service. If a partner cannot walk it in those five words, they are selling a stack.

Who prices the VO vs who signs it vs who feeds the billable pack

Write the names before anyone mentions models or Zaps.

  • Estimator / site lead (price draft): proposes scope delta and price basis; does not silent-approve.
  • Named PM / ops (SIGNED VO): opens Priced / Needs info / Exception / HOLD VO; taps Signed VO or return within SLA. Owns whether the client change is authorised this cycle.
  • Finance / AR (pack hygiene, not scope author): refuses unapproved extras in the billable pack; issues client INV only from Bill-ready packs downstream. Does not invent VO lines from the hours tab. Light label: this is AR-side discipline after a signed VO, not the supplier invoice AP desk.
  • Director (over-authority / negative VO / related-party): written threshold only.
  • Automation: labels, files, flags, pings, escalates. Does not sign the VO, invent price, or push HOLD VO into the client invoice pack.
  • "Ops group": not a signer. Five people who "usually look" is how unpaid extras and surprise INV lines become habit.

Segregation matters: the person who chased the missing client confirmation should not also be the only person who signs VO and packs the client bill with no log. Tiny firms can dual-role - write the dual role, the backup, and the threshold for a second pair of eyes.

Leave cover lightly: when the VO signer is on MC, fill the leave-cover blanks - named backup, SLA before site or AR cut, queue not in the primary's phone, one escalation then stop, backup limits written (routine schedule-of-rates yes; new rate / negative VO / related-party need primary or director).

Trail: scope change to signed VO to billable pack to client invoice

One scope-to-cash trail. Several chapters. This chapter is the VO / change-order desk, not a collapse into one mute Telegram.

1. Hours / OT on changed scope (adjacent) - timesheet / OT approval. Do not rehash Approve hours or OT into payroll here. Extra hours on a variation still need a named hours gate; they do not invent a signed VO.

2. VO / change-order (this chapter) - scope logged to extract to route to SIGNED VO / HOLD VO to eligible to feed pack.

3. Billable pack (downstream) - subcon / project billing handoff. Signed VO lines may enter the pack; HOLD VO / unapproved extras must not.

4. Client invoice (AR handoff) - finance issues INV from Bill-ready packs only. If the loud problem is *supplier* AP tap pay, open invoice workflow - that page is AP; this page ends when the signed VO is allowed to feed the client-side pack.

Related runbooks (keep the map short):

Do not rehash capex PR or quote-to-PO as twins. Link them only when the variation also triggers an internal buy.

When Sheets, Gmail/Drive, and Telegram are enough - and when they are not

Most Singapore SMEs already have an inbox, a Sheet, Drive, chat, and a ledger. The failure mode is not "we lack a change-order module." It is "nobody can see which VO is waiting, whether price was signed, who must HOLD VO, and whether extras may enter the billable pack."

Stay on Sheets + Gmail/Drive + Telegram when: tens of VOs a month; one PM can clear before site or AR cut; exceptions are the hard part; you can name primary/backup today; SIGNED VO stays a human gate; Fed-to-bill-pack stays an explicit handoff.

Consider a PSA / contract-admin layer when a consult shows Sheets cannot carry it - high VO volume across many jobs, formal contract admin audit trail, or multi-party consultant workflows your Sheet cannot hold. Prefer a queue that feeds the billing desk you trust over a rip-and-replace.

Partner vs dump. A partner maps your live path, builds the smallest true runbook, trains owners, stays reachable on leave week. A dump sells seats and leaves Telegram as the VO desk. Platform tour first and process map "phase two" means you are buying a dump.

Steal-this-build DIY (stops before judgement)

Same shape in Zapier, Make, or n8n. Gmail + Sheets + Drive + Telegram is enough to start. These builds sort, file, flag, ping, and escalate. They do not auto-sign VO, silent-approve under a dollar threshold, or silent-push unapproved VO lines into the client invoice pack.

Do not DIY contract interpretation, GST on client INV, or "AI decides the variation price." Flag MISSING_PRICE / NO_CLIENT_CONFIRM / OVER_AUTHORITY / WORK_STARTED. Leave judgement for named humans.

Build 1. VO intake labels (Gmail filters, S$0)

What it does / does not: Labels `vo-new`, `vo-needs-info`, `vo-hold`, `vo-signed`. Does not mark Signed VO or feed the billable pack.

1. Create the four labels.

2. Filters on `to:vo@` / subject keywords for variation, change order, VO, hold VO, signed VO.

3. Test one clean schedule-of-rates VO, one "client WhatsApp only," one hold.

Where it breaks: Telegram-only "VO pls" with no `vo@` or form.

Build 2. VO packs land in company Drive

What it does / does not: Copy attachments into `Inbox-VO-2026` shared with backup. Does not OCR a photo into a signed price.

1. Folder: `Inbox-VO-2026` (or per-job `YYYY-MM-DD_client_job_VOID`).

2. Zap: Gmail New Attachment on `vo-new` / `vo-hold` to Drive Upload File.

3. Test one redacted pack; backup opens without the primary's account.

Where it breaks: personal Drive; price scratch only in phone Photos.

Build 3. Sheet queue + reminder pings

What it does / does not: Every live VO has a row. Owner/backup get a ping near SLA / before site or AR cut. Does not tap Signed VO or feed bill pack.

Columns, row 1:

Locked Status list. Real date cells. Amount as number. Keep SignedVO and FedToBillPack separate - the anti-collapse rule in Sheet form.

Zap shape: morning schedule (Asia/Singapore) to Status in `Needs info` / `Priced` / `Exception` / `HOLD VO` with SLADue today or earlier to Telegram/Gmail to Owner with ID, client, job, amount, Status, SLA, Exception, FileLink.

Do not mark `Signed VO` or `Fed to bill pack` because time passed. Lock Status - free-text ("chasing") breaks it.

Build 4. Backup escalate once (then stop)

What it does / does not: Owner misses SLA to ping Backup once; optional Director once; then silence. Does not auto-sign the VO or push HOLD VO into the billable pack because Backup was mentioned.

Zap shape: Delay Until SLADue + 4 business hours (or next 09:00 SGT / site cut - 4h) to still waiting to Backup once to optional Director to stop. No hourly nag loops.

Where these four stop

They change a shared inbox and a Sheet. They do not replace judgement. Stop when the next sentence is: auto-approve VO under S$X, treat OOO as consent, silent-push unapproved VO into the client invoice pack, or paste client WhatsApp threads into a public model to "decide" the price. That is the service. The sorter and the ping are not.

Failure modes worth designing against

Speed is not the same as control. VO automation that only notifies can accelerate unpaid extras and surprise client invoices.

Silent auto-approve VO. "If under S$2,000 and no reply in 48 hours, mark Signed" - or "Telegram said client ok so we started" - is how scope leaves without a human gate. Escalation pings a backup; it does not invent SIGNED VO.

Silent push into the client invoice pack. Unapproved or HOLD VO lines that appear on the billable pack because hours already landed are how credit notes start. Signed VO is a gate into subcon billing handoff, not a suggestion.

Work started before approve. Site momentum is not authority. Flag WORK_STARTED; a named human still decides whether to ratify, re-price, or eat the cost. Automation may freeze FedToBillPack until Signed VO.

Group chat as system of record. Five people saw the screenshot. Nobody owned the VOID. A thumbs-up is not SIGNED VO. Audit answer is a name and timestamp - not "it was in the ops group."

No backup. Primary on MC, queue in their phone, SLA "when they're back," site still cuts Friday. Hope is not a process - someone will bill from the hours tab.

Finance invents scope. Finance sees extra hours and "helps" by adding a VO line from memory. Write the rule: finance chases missing VO; PM/ops authors and signs. Downstream pack hygiene lives on the billing-handoff desk.

Wrong-chapter collapse or scope creep. Do not rehash APPROVE PR, quote release, or BILLABLE PACK here. Visitor induction and full PSA theatre stay parked. Capex PR and quote-to-PO stay linked, not twinned.

Hard stops: no silent auto-approve VO, no silent push of unapproved VO into client invoice pack, no auto-sign because time passed or OOO, one escalation then stop, human VO gate, finance does not invent scope, backup limits written, VO packs in company tenancy.

Consult to build to train (lightly)

You do not need a 40-slide methodology. Three honest phases:

Consult. Map one live scope change to priced VO to SIGNED VO / HOLD VO to feed billable pack handoff. Count volume, work-started-before-approve frequency, who signs, who may pack, leave cover, site/AR cut clocks. Leave with a yes/no and a scoped runbook - not a change-order module in search of a problem.

Build. One workflow in tools you already use. Parallel-run beside Telegram. Signed VO and Fed-to-bill-pack stay behind named taps. HOLD VO blocks pack feed from day one.

Train. Owners and backups explain every exception without the builder on the call. Smoke-test: primary offline; backup clears three real VOs alone under written limits before a real site or AR cut. Expand after trust - leave cover as overlay, timesheet / OT if hours on changed scope are broken, subcon billing if the pack desk is loud. Stay off full PSA theatre.

That is partner work. The product is a runbook that still works when the PM is on MC - and unapproved extras still cannot enter the client billable pack.

Practical checklists

This week (no new software)

  • Draw trigger to extract to route to human gate to tracker for SIGNED VO and Fed-to-bill-pack.
  • Write primary/backup, SLA before site or AR cut, authority bands, backup limits.
  • One shared intake (`vo@` or form); company Drive + one-tab Sheet shared with backup.
  • Separate columns: SignedVO vs FedToBillPack - no collapse.
  • Rule: no silent auto-approve VO; no unapproved VO into client invoice pack.
  • Mark three recent painful extras with the exception reason each would have carried.
  • Fill leave-cover blanks for this gate once.

Before you buy anything

  • Can they walk *your* scope to priced VO to signed to feed pack runbook without a product slide?
  • Where do VO packs live, and who opens SIGNED VO / HOLD VO on leave week?
  • What is never auto-marked Signed VO and never silent-pushed into the client invoice pack?

  • First conversation: your queue - not a funding tour.

Red flags in a demo

  • "Touchless VO" / auto-approve under threshold with no exception taxonomy.
  • No named signer; leave cover as a later toggle; group chat as system of record.
  • Silent feed of unapproved VO into client INV in week one; "AI prices variations" without a human gate.
  • One column collapsing HOLD VO into Bill-ready.
  • DIY that pastes client WhatsApp threads into a public model; confuses this with capex PR, quote-to-PO, or the billing pack itself.
  • Parallel-run / smoke-test discouraged because it "slows go-live."
